Gus does forgive walt and jesse by not killing them, he made a business decision to keep the meth flowing. On my 4th binge run over the last few years, just finished the episode where Gus and Jesse meet and Gus forces Jesse to not take action against his two street dealers that uses kids to kill. Gus didn't like how out of control walter was. Gus isn't so thrilled that Walt decided to run over a couple of his drug dealers to save Jesse's ass. Why did Gus care about those two street dealers so much considering it was so tiny compared to his empire?! Well, some of the nature of Walt’s manipulation isn’t known to Jesse at first.

Jesse however did violate the code in the 'Rabid Dog' episode when he spilled his guts to Hank about Walt which was the reason why Todd was so hard on him. spoiler. Why: Tried to rip off Walt and Jesse on their very first deal, was almost certainly going to kill them.

Hell, sure, he also ran over two drug dealers in the wide open to stop Jesse from killing or being killed. well we don't know how connected the 2 drug dealers are. Jesse, at first, is bonded to Walt through blackmail.
